Cedar Rapids Iowa Flood

Overview

At 9:30PM on Friday, September 23, 2016, an emergency call went out to one of Salamander’s resellers, Midwest Card, from the Cedar Rapids Police Department requesting accountability assistance. Thunderstorms had repeatedly dumped heavy rain in southeast Minnesota, northeast Iowa, and west central Wisconsin. Five to ten inches of widespread rainfall drenched the region, and the eastern half of Iowa was bracing for a flood event, nearing historic levels, as torrents flowed toward them.The area of greatest concern was Iowa’s second largest city, Cedar Rapids, where the Cedar River was expected to crest at 23.0 feet. The Cedar Rapids Police Department had limited situational visibility and needed an additional tool to ensure proper accountability as flood waters became a threat to the safety of citizens.

Solution

With little time to spare, Midwest Card borrowed two RAPID TAG kits from the surrounding counties and deployed the solution at the Cedar Rapids staging location. When the Salamander solution arrived on site, Midwest Card provided prompt training on the RAPID TAG system to ensure the proper and expeditious issuance of incident-specific identification tags. Twenty-two TRACK APP accounts were activated, allowing the Cedar Rapids Police Department to manage personnel remotely to avoided additional congestion at the staging area. With only a few phone calls, the Cedar Rapids Police Department was up and running Salamander’s Intelligent AccountabilityTM model.

Outcome

Each of the individuals tracked received an incident specific credential (RAPIDTAG). With quick and easy deployment of Salamander’s solution suite, Midwest Card joined Cedar Rapids Police Department to align with their mission of: “(...) actively involving everyone in a team effort to (…) provide a safe and secure community in an effective and efficient manner”. That Sunday evening, two days after Cedar Rapids Police Department requested accountability assistance, over 5,000 residents near the river were strongly encouraged to evacuate the area. The Cedar River was expected to crest at 11 feet above flood stage, and would mark the second highest level on record (2008).

Cedar Rapids City Manager, Jeffrey Pomeranz, tweeted that more than 250,000 sandbags and 9 miles of Hesco barriers were put into position.
